The City and County of Sacramento encourage and promote participation by citizens in their decision making process. Most notable is the appointment of citizens to a number of standing Commissions to advise the City Council and County Board of Supervisors on specific issues.

The Sacramento Metropolitan Arts Commission was established in 1977 by Ordinance, Chapter 2.84.100.
